The General Management is responsible for coordinating all activities within the FMSQ's permanent staff. As such, it leads the Executive Committee and ensures the sound management of the organization. Customer service and the implementation of frameworks that support the commitment and mobilization of employees are part of its mandate.
The General Management is also responsible for legal, public and government affairs. It ensures that effective and collaborative relationships are maintained with the Federation's various partners. In addition, it oversees the FMSQ's strategic planning exercise and ensures the deployment of the resulting initiatives and actions.
The Economic Affairs Directorate is responsible for the preparation, study and analysis of various data relating to medical acts and their respective labels, pricing and the organization of health care and services. It provides the economic tools and studies necessary for FMSQ representations with respect to the Framework Agreement with the Ministère de la Santé et des Services sociaux (MSSS), as well as the resulting annexes and renewal.
It also supports members who have billing or payment issues with the Régie de l'assurance maladie du Québec (RAMQ).
The Legal Affairs and Negotiation Directorate is responsible for negotiating agreements and for the day-to-day management of files that have legal repercussions on the FMSQ. The negotiation of agreements is an ongoing process with the MSSS, but also with other government agencies that benefit from the expertise of medical specialists, such as the Société de l'assurance automobile du Québec (SAAQ), the Commission des normes, de l'équité, de la santé et de la sécurité du travail (CNESST) or Retraite Québec.
This directorate also participates in ongoing negotiations to respond to various ad hoc issues. The general negotiation of the Framework Agreement takes place over a longer period, generally ranging from three to four years.
The Professional Affairs Directorate supports the work of medical specialists in accordance with the Framework Agreement (Letters of Agreement and Schedules), the Canadian Medical Act and the Code of Ethics. It oversees the evaluation of needs and the distribution of medical personnel throughout Quebec according to an optimal organization of specialized medical services.
This directorate is on the lookout for all matters relating to the conditions of practice, remuneration and organization of specialized medical services. It is also a partner of the Québec Physicians Help Program and a collaborator in the annual development of the three-year enrolment policy for medical training programs.
The Public Affairs and Communications Directorate contributes to the FMSQ's strategic positioning. It manages all federative communications according to its various audiences. It provides medical specialists with up-to-date information on activities, orientations, positions and other subjects of importance to its members.
It produces, for its members and for all those interested in the issues surrounding specialized medicine in Quebec, various communication tools, including the e-magazine Le Spécialiste. It also ensures the Federation's presence on social media. In addition, this department represents the FMSQ in its relations with its partners, the media, government representatives and healthcare organizations.
The Continuing Professional Development Directorate is responsible for promoting training, continuing professional development and skills maintenance activities for medical specialists. It organizes training activities in collaboration with affiliated medical associations and various partners, including the most important congress of medical specialists in Quebec: the Interdisciplinary Training Days (JFI). In this way, it aims to be a partner in the planning and delivery of quality health care in Quebec.
The Operations Directorate oversees all administrative, human resources, finance and information technology services. Thus, teleworking, remote management and the revision of the business model will evolve along with all of the FMSQ's activities.
